City taxpayers would pay $249 million plus $400 million from the Sewall Project levy. $110 million would come from philanthropy. Downtown properties (the Local Improvement District, or LID) would pay $160 million (plus the cost of financing) would be collected via the LID, which does not include financing costs. Of the $160 million for the LID, there are 1,500 commercial properties which pay $140 million in total. Commercial properties include office, hotel, retail, institutional, parking and residential apartments. There are 4,600 condos which pay $20 million in total.
