- Step 2: LID formation from Q2 2018 to Q2 2019, including special benefit and estimated preliminary assessments shared online in April 2018, Council considers resolution of intent to form LID in Q2 2018, property owners may submit written protests from Q2 to Q4 2018, public hearing on whether LID should be formed in Q3 2018, Council passes ordinance to form LID in Q1 2019, and City considers written protest and property owners may file legal appeals in Q1 2019.
- Step 3: Final special benefit study from Q2 2019 to Q1 2020, including parcel-by-parcel analysis in Q2/Q3 2019, and final special benefit study complete in Q3/Q4 2019.
- Step 4: Assessment roll from Q3 2019 to end of 2020, including Council considers resolution to begin public assessment roll process in Q4 2019, public hearings to contest and appeal individual assessments, Council considers ordinance on final assessment roll by end of 2020, and legal appeal on individual assessments.
- Step 5: Collections begin (timing TBD), with assessment payments having an option to finance over 20 years.”
